Q: Why is my DSL line slower than it should be?

A: If you run a download test, and find your line to be much slower than your purchased speed, then you may be able to do something about it. The first likely culprit is registry settings under windows. Check here for a quick guide to ensure that it is not a poorly configured windows setup slowing you down. If that doesn't work, or if you are using a Mac, or Unix box, you first need to carefully establish how much slower the link is compared to its potential maximum speed. You can use one of the speed utilities available to test download speed. Speed is never guaranteed on the Internet, so you should consider a number of things. For example, are you connecting to a fast site? Is it a busy time right now? (mid-evening is usually peak, but obviously it depends on your time zone versus the time zone of the site you are going to).In the end, your DSL provider will have to run line tests if the problem is persistent. If your connection is solid, but speed variable, you should also consider whether or not there is contention at your ISP. You can usually tell if this is the case by noticing that when one site is slow, all sites are slow, and vice versa.
